Understanding Validation Under the 2025 Standards

From Pre‑Delivery Reviews to Continuous Improvement

What happens when assessment tools are poorly designed or never reviewed until too late? The risks are significant: invalid assessment decisions, non-compliance at audit, and ultimately, a loss of confidence from learners and industry. On the other hand, getting validation right from the start strengthens quality, reduces risk, and supports a culture of continuous improvement.

The Revised Standards for Registered Training Organisations (RTOs), which took effect on 1 July 2025, introduced a new outcomes-focused regulatory framework. Rather than prescribing processes, the Standards place emphasis on results and what RTOs must demonstrate in terms of quality, learner achievement, and continuous improvement. Central to this shift are the Outcome Standards, which guide how assessments are designed, validated, and improved across the learner journey.

This article explores what the changes mean for assessment tools, validation, and continuous improvement.

Standard 1.3

Outcome Standard 1.3 sets clear expectations that assessment processes and materials must be both compliant and fit-for-purpose. Fit-for-purpose means tools must be practical, valid, and aligned with the competency standards, including elements, performance criteria, knowledge evidence, performance evidence, foundation skills, and assessment conditions.

The standard requires assessment tools to be reviewed to confirm they align with unit or qualification requirements and retain their integrity, but it does not prescribe exactly how this review should occur. In practice, the most reliable way to demonstrate that the Principles of Assessment (fairness, flexibility, validity, reliability) and the Rules of Evidence (validity, sufficiency, authenticity, currency) are being met is through a structured pre-validation process. By mapping tools against the unit requirements, RTOs can verify full coverage, identify potential gaps, and strengthen the defensibility of assessment decisions before delivery. This proactive approach reduces the risk of non-compliance or invalid judgements, even if the standards themselves do not expressly require it.

Practical checklist for pre-validation:
  • Implement a clear pre-validation process before assessment tools are rolled out
  • Use mapping documents to verify full coverage of unit or qualification requirements
  • Record validation findings and actions taken to improve assessment tools
  • Ensure assessors are trained to interpret and apply validated tools consistently and accurately
What most RTOs get wrong with the standard:
  • Treating pre-validation as optional, rather than as essential to compliance
  • Using mapping as a tick-box exercise without checking practicality and accuracy
  • Failing to document pre-validation findings and actions taken to mitigate the issues found
  • Rolling out tools without assessor briefing or calibration
Standard 1.4

Outcome Standard 1.4 requires RTOs to demonstrate that their assessment systems consistently produce judgements that uphold the Principles of Assessment and the Rules of Evidence. This shifts the focus from whether a tool looks compliant on paper to whether, in practice, the judgements made by assessors are fair, flexible, valid, and reliable.

Validation under this standard is therefore about testing whether the evidence gathered truly meets the requirements of the training product and whether it stands up against the Rules of Evidence. For example:

  • Validity: Does the evidence directly relate to the unit requirements and demonstrate the skills and knowledge described?
  • Sufficiency: Is there enough evidence across different contexts to support a sound judgement?
  • Authenticity: Can the RTO be confident the work is the learner’s own?
  • Currency: Does the evidence reflect the learner’s competence at the present time?

By systematically reviewing actual assessment judgements, not just the tools themselves, RTOs can confirm that these standards are being met. This includes sampling completed assessments, testing consistency between assessors, and ensuring benchmarks are applied as intended.

The key here is that validation must go beyond compliance paperwork. It should provide clear evidence that the Principles of Assessment and Rules of Evidence are being applied consistently across the system, making assessment decisions both defensible and credible.

What most RTOs get wrong with Standard 1.4:
  • Checking the tools without validating actual assessment judgements against the Principles of Assessment and Rules of Evidence
  • Overlooking evidence sufficiency or treating mapping as proof of validity
  • Ignoring assessor consistency, leading to reliability issues
  • Failing to demonstrate that validation outcomes strengthen the application of the Principles and Rules
Standard 1.5

Outcome Standard 1.5 reinforces the long-standing principle that RTOs must engage in ongoing and systematic improvement of their training and assessment practices. While this expectation is not new, having featured prominently in the 2015 Standards (specifically in Clauses 1.8 through 1.10), the revised Standard brings a more outcomes-focused lens to how continuous improvement is to be demonstrated and documented.

Validation must confirm that evidence collected and benchmarks applied accurately reflect the requirements of the training product. Reviewing tools in isolation is no longer sufficient, as assessor judgements must be tested as proof of how well the system performs in practice. Every training product on an RTO’s scope of registration must be validated at least once every five years, with more frequent reviews required where risks emerge, such as changes to the training product or feedback from learners, trainers, assessors, or industry. This embeds a responsive, risk-based approach rather than a static compliance schedule, with RTOs expected to document and defend how they determine what components are reviewed and how large the validation sample should be.

Special provisions apply to Training and Education (TAE) qualifications and skill sets, where validation must occur once the first cohort has completed training and assessment and be conducted by an independent person with no operational involvement with the RTO. Validation panels must also include members who collectively hold relevant industry competencies, current industry knowledge, and the appropriate validation credential, as outlined in the Credential Policy. Importantly, validation outcomes cannot be determined solely by the assessor who designed or delivered the tool, ensuring objectivity and credibility.

Crucially, validation findings must feed directly into continuous improvement. This involves more than collecting feedback or recording issues. Identified gaps or inconsistencies must be actioned, monitored, and evaluated for effectiveness. Practical examples include updating assessment tools to address coverage gaps, adjusting assessor training where inconsistent judgements are found, and tracking all actions in a continuous improvement register with follow-up checks to confirm issues are resolved. This “closing the loop” approach demonstrates that changes are not only implemented but are effective in improving assessment quality.

What most RTOs get wrong with Standard 1.5:
  • Treating validation as a one-off compliance event rather than an ongoing system check
  • Reviewing tools without examining actual assessment judgements
  • Applying the same frequency of validation to all products instead of using a risk-based schedule
  • Allowing assessors to sign off on their own tools without independent input
  • Recording feedback or findings without taking corrective action
  • Making changes without monitoring their effectiveness
  • Treating continuous improvement as a documentation exercise rather than a system-wide practice
  • Failing to demonstrate how validation outcomes lead to measurable improvements
