Queensland DTET have updated the Skills Assure Supplier (SAS) Policy 2025-2028

The Queensland Department of Trade, Employment and Training (DTET) have released amendments to the Skills Assure Supplier Policy 2025-2028, effective 1 July 2026.

These amendments aim to improve awareness of available training options and assist SAS providers in fulfilling their obligations under the Right Skills Strategy. The key updates include:

  • Clarification in relation to the Pre-Enrolment Assessment (PEA) whereby this requirement is only applicable to general training pathways and does not apply to apprenticeship or traineeship pathways (noted in Performance Standard 2).

  • The removal of mandatory site visits associated with vocational placements (noted in Performance Standard 4).

  • When a SAS provider has claimed payment for the relevant unit of competency through the funded program, the SAS provider must not withhold the qualification, or statement of attainment from a student due to non-payment of fees (noted in Performance Standard 5).

  • Clarification that a government subsidy will not apply where a student has previously been assessed as competent for the same unit of competency or module or the superseded qualification. This includes equivalent units and superseding qualifications (noted in Appendix 5 of the SAS Policy).

  • For superseded or expired qualifications, the Department will publish a no new enrolment date on the Queensland Subsidised Training List (noted in Performance Standard 6).

  • SAS providers cannot request or demand more than 30% of the co-contribution fee upfront, however a higher amount can be collected where the student or the employer elect to pay more upfront to enhance consumer choice (noted in Appendix 1 of the SAS Policy).

  • The definitions of enrolment date and commencement date have been provided (noted in Appendix 6 of the SAS Policy).

If your organisation delivers Queensland-funded training, now is the time to review the updates and consider how they may affect your internal practices and compliance processes.

Guidance updates have also been released in relation to Career Start Program Policy and Career Boost Program Policy, to read more about this, please have a read of our latest article. Please note, SAS providers will receive amended Program Schedules shortly to reflect the updated program policies.
